Safe, legal, feasible (time frame and budget), in keeping with the theme (one or both parts of the theme), benefit people within the Belfast City Council area and attendance at the celebration event.

1. Have a dedicated communications expert as part of the design team to develop key messaging for all partners to promote.
2. Ensure there is a wide network of partners involved in your design team to increase participation and inclusion from communities.
